Housing Need

Much of our understanding of the housing need in the parish is based on the May 2024  Housing Needs Survey report which you can find on Test valley Borough Councils website here

Here is a summary of the key findings
​
A housing needs survey carried out in 2024 identified a genuine local need for more affordable and suitable homes in Chilbolton. The key findings include:
Identified Need
  • 23 households expressed a need to move within the next five years.
  • 10 households are on the Hampshire Home Choice register with a local connection to Chilbolton, needing 1–3 bedroom homes.
  • The majority of these needs are for smaller homes, especially 1- and 2-bedroom properties.

Who needs housing?
  • Elderly residents wanting to downsize from larger homes.
  • Younger people and families currently living with relatives or in private rented housing they cannot afford long-term.
  • Residents wanting to stay close to family or return to the parish but unable to afford local market prices.

Affordability Challenges
  • The average house price in Chilbolton is £679,600, far beyond the reach of most first-time buyers or lower-income households.
  • Open market rents are also high, with very limited availability.
  • Many residents would benefit from options like shared ownership, discounted market sale, or social rented housing.

Community Support for Development
  • 65% of survey respondents feel there is not enough housing in the parish for people to move into.
  • Over 80% support the idea of some housing development in the parish.
  • Most support is for small-scale development (11–20 homes), ideally with a mix of tenures—open market, affordable ownership, and social rent.
